check your /etc/ftpaccess file.
the first line should read somethign like this:

class   all   real,guest,anonymous *

remove the anonymous and you should remove all anonymous access.  no HUPing 
necessary, since it reads the conf file each time inetd starts it.

This is from memory, so there may be another edit you have to make.
