I had this problem with RH 7.2 on my Toshiba Tecra 8100. Go to
/etc/rc3.d and rename the SXX<whatever> file that starts your
cardservices so that the XX number is lower than the SXX<whatever> file
that starts eth0.
Then run ntsysv --level 345
Remove the network component, exit ntsysv, then run ntsysv --level 345
again and reactivate the network component and exit. Then reboot and
the cardservices should start before eth0 does.
This worked for me - YMMV.
