[NTLUG:Discuss] reg developing GNOME control panel

Dear all

  I have choosen the following as a Project Title for
my academic work.

    " Developing Control Panel for GNOME using GTK "

 I want to clarify the following doubts.

   1. Do i need to install entire Linux OS or 
      is it enough to install only GNOME Window
Manager ?
    2. Can any one give reference material websites 
    for completion of the project?
