I just tried the same version 6.51 on Mandrake8.1.  I did:

ps2pdf /usr/share/doc/pam-doc-0.75/ps/pam.ps pam.pdf

It had no problem producing pam.pdf, but xpdf didn't display it right.
Acroread did.
You might verify your dependencies:
rpm -q --requires ghostscript
