[NTLUG:Discuss] create a newuser's template file/scriipt?

could someone can give me a direction that every time I create a new user, 
it will
automatically do the followings:

set group id as: wrokgroup
quato is limited: 5 MB
automatic create sub directory: temp
this sub directory with permission: 757

I know I can put the parameter, but should have a better.
