What do you mean by "IP address management" system?

Do you mean a way for management to see a list of IPs used and the
machine using it?

Do you mean a way to manage DNS server(s) and files?

- or -

Do you mean a way to manage "/etc/hosts" files?

Internal or external IPs?  Static or DHCP?
