[NTLUG:Discuss] position in inittab and immediate spam rejection

Well my question was GOING to be about how I couldn't get svscanboot to kick
off in the inittab file.  I made a last ditch effort before posting and
moved the SV:123456:respawn:/command/svscanboot   command line higher up in
the file.  Everything works GREAT now.  So why did it matter that it was at
the end of the inittab?  Does 'init q' pay attention to the
'# End of inittab'  comment at the bottom of the file?

So Qmail is now running under tcpserver rejecting mail from open relays and
sites listed in bl.spamcop.net.  Only it's not sending a delivery failure
notice to the offending party.  Oh sure it refuses the to accept the email
but that's about it.  Any suggestions on where I could look for some
examples?  I feel I've scoured the internet (including google)  and can't
find anything to help me out.  Any clues?
