Fred,

Is it your whole system that's toast or just KDE?

I've found that anytime I upgrade KDE unless I remove the .kde and 
Desktop directories KDE starts up in some very strange ways.  I assume 
this is a KDE issue and not Mandrake.

Assuming it's just KDE I'd suggest you uninstall KDE (all versions). 
Then just to make sure life is reasonable reinstall KDE 2 from the 
Mandrake distrib.  You can do this as an upgrade from the install CD 
running thier installer.

Once you feel life is good again uninstall KDE 2 and then install KDE 3. 
  Again don't forget to remove .kde and Desktop from all user home 
directories.
