On SuSE 8.3 there is ircd, the irc server daemon.  I use it, and it works
well for me.

To find all installed packages containing 'irc' in their names:

    rpm -qa | grep -i irc

Once you have a package of interest you can see which files belong to it:

    rpm -ql package

Once you have some programs of interest you can see if they have man pages,
or look in /usr/share/doc (or whereever your distro puts package
documentation) for more info.
