Take a look at /usr/lib/X11/xdm/Xsession (or if different see
/usr/lib/X11/xdm/xdm-config and see what the resource is set to).
man xdm tells all.
... however, there are many variables for keyboard definition....
You may want to look at your XF86Config file and /etc/X11/xkb (if
you are using that instead of xmodmap).
