The goal of wine is to run WITHOUT any installed version of Windows.
Wine will run either way... there are still some DLL functions that
you have to use the M$ libraries for... but the vast majority of
common calls have been implemented.

If you are running wine using an Windows install, then you can choose to
install a product while running Windows, or choose to install using wine
under Linux. My favorite way is to run with NO Windows install... thus
in keeping with the intent of wine. Many programs will run using this
Window-less wine. However, I have only been able to get MSIE to run
using a mixed wine (using installed M$ DLLs).... of course it is merely
a curiosity since running MSIE is similar to pouring gasoline on an
open flame.

Since wine vintages vary greatly, the best way to use wine is by
compiling your own... be it the official wine, the Transgaming wine,
etc.
Generally speaking, most of your suppositions were indeed wrong....
but many talk about wine and are not true connoisseurs (and thus
mislead many).
