(To original poster):  How are you measuring you rate?  If you're using ftp,
remember that the figure you get also includes latency times due to disk access. If
you're using ftp to measure throughput, get a long file on the remote machine and
save it to /dev/null...then put a long file to /dev/null on the remote machine.
Better yet, write a small Perl script to write from socket to socket, and count
bytes read.  This would be more accurate than using a file transfer...
