There should be only one file-based SOA record, on the primary (master) server for
that domain.  Other secondary (slave) servers can be used to mirror the DNS records
via zone transfer.  Note that whether a server is primary or secondary depends upon
the point of view of the SOA record:  If it's being read from a file, the server is
primary w/r/t the domain.  So you can have a server that's primary for one domain,
but secondary for others.

Bottom line, though, is one file-based SOA record per domain.
