 Steve,
 snoop around in the BIOS and disable the power saving features you find.
APMD doesn't play well with others (BIOS power management) in my experience.
As far as the reset switch goes; most of these require you to hold them in
for
10 seconds or more.  ...One push won't do it.

Just guesses.  You might experiement with APM and ACPI.  Most kernels
assume
APM support... try recompiling your kernel for ACPI instead and see if
it behaves better.  The problem with ACPI is that it is still very much
in its infancy with regards to Linux (well... actually with regards to
everything!).
