[NTLUG:Discuss] kick start my brain on mail attachments treated as part of body

Scenario:
(1) I send a message with attachments (pdf, ps, html, text - stuff like 
that)
(2) My buddies receive the mail
     (a) for some the attachment is an attachment - have to select and 
save or open
     (b) for some the attachment is treated like part on the body - 
printed in text format on the screen - usually not good

Question:
Where is that controlled?
