Technically the client makes the request... the dhcp server can say "no" 
though and offer back
a different IP.... on a working dhcp server of course.  If the dhcp 
server can't tell what
net your from (a bad configuration), then you could very well end up 
with the dhcp server
validating your IP even if it really doesn't fit the segment you're now in.

As others have mentioned, it's fairly easy to clean out the cache so you 
can start fresh.
