The best stuff I've found is the Gnu Privacy Project
(http://www.gnupp.com).  They have software for Windows that *almost*
completely replaces the functionality of PGP for Windows but it's based
on GPG (Gnu Privacy Guard - http://www.gnupg.org).  It's basically a
combination of open source apps that run under Windows thrown into one
installer and preconfigured to work together.  They have plugins
available for Outlook and the Mozilla mail programs.  Also, a really
good place for pre-compiled binaries of GPG for Windows is
http://www.nullify.org
