Do the following:

rpm -qf /usr/bin/openssl

See what the output is.  If the output is the original rpm from RH 7.3,
then do this:

rpm -e --nodeps <output of the rpm -qf>

to remove the original rpm.  Then reinstall your tarball.  I would use
checkinstall to install it so a new rpm is created, but that's just me
and a totally different subject.
