As far as I know, KDE (or any other windowing system) has nothing to do
with the ctrl-alt-del ability.  The answer lies in /etc/inittab.

There should be a line in /etc/inittab that looks something like this: 

  ca::ctrlaltdel:/sbin/shutdown -t3 -r now

Either comment it out or remove it to disable it or change it to print
out an error message or something.

Once you edit the inittab you have have init reload it:

kill -HUP 1 

Then ctrl-alt-del should cease to reboot the system.
