Thanks Alton,
but in this case ctrl+alt+del causes KDE to show a logout prompt.
which is not related to /etc/inittab rebooting the machine.. I have that
disabled already anyway.
I've been informed that this behavior is part of X not KDE specifically.
Anyhow, Cliff Cyphers of CTLUG let me know that F8 will make vncviewer open
it's menu, wherein I can send ctrl+alt+del to the remote server. That's
really all I need to do.

As far as I know, KDE (or any other windowing system) has nothing to do
with the ctrl-alt-del ability. The answer lies in /etc/inittab.
There should be a line in /etc/inittab that looks something like this:
ca::ctrlaltdel:/sbin/shutdown -t3 -r now
Either comment it out or remove it to disable it or change it to print
out an error message or something.
Once you edit the inittab you have have init reload it:
kill -HUP 1
Then ctrl-alt-del should cease to reboot the system.
