Steve and everyone,
  This doesn't have anything to do with problems rebooting or not rebooting
my PC.  It has to do,  or did have to do, with not being able to send
ctrl+alt+del to a remote server through vnc.  The problem has
been solved by Cliff Cyphers.  He mentioned I could use F8 to open
vncviewers menu and send the keys from there.  Now there's no need to
stop ctrl+alt+del from being trapped.

Do you mean that:

   1) KDE is trapping ctrl-alt-del so you cannot use that reboot your PC
      and you'd like that to work.

- or do you mean that:

   2) KDE traps ctrl-alt-del and uses it to reboot your PC and you wish
      that it didn't?

If it's the latter (2) then your problem isn't to do with KDE.
Ctrl-alt-del
is hardwired into the kernel somewhere.  You can change the behaviour of
it by editing:

     /etc/inittab

...and finding the line that says:

     # what to do when CTRL-ALT-DEL is pressed
     ca::ctrlaltdel:/sbin/shutdown -r -t 4 now

...so you can change that to:

     ca::ctrlaltdel::/bin/echo "Sorry - ctrl-alt-del has been disabled"

...or whatever.

However, if it's (1) that's troubling you then I have no idea what to
do.

KDE prevents ctrl-alt-del from working - so I have to type
ctrl-alt-backspace
to shut down KDE and THEN type ctrl-alt-del to reboot the machine.  I
have no
idea how to change that behaviour.
