What version of KDE are we talking about? KDE v 2.1.1 has keybindings in: KDE control panel > LookNFeel > Key Bindings KDE 1.x had them in control panel but under something akin to the word 'shortcuts' I've never got beyond a 30 min eval of any KDE 3.x .. but its likely in a similar location.
