[NTLUG:Discuss] Time Sync Server?

Ok,
so what are some servers to use?  I tried going to "Time Central", but currently all the first & second tier servers listed seem to be either inoperative (only a few), or private access for large nets 
(which I am not).  And of course the few that do seem to be available to the general public are the ones that are inoperative!
