By default it is usually installed in /usr/bin/scl-config and is part of
the sdl-devel package.  
Do you have the sdl-devel rpm installed?
If you do have it installed, what version is it?

If nothing else, you could tweak the script from another version to work
with what you have.  I've done that before.
