[NTLUG:Discuss] CPAN install problem

This is one of those times where I don't know enough to know what it is
I don't know.

I just tried CPAN for the first time and got through several module
installs without a hitch.

However, when I try;

cpan> i /Apache::Cookie/

I find Apache::Cookie

When I try;

cpan> install Apache::Cookie

Running install for module Apache::Cookie
Running make for J/JI/JIMW/libapreq-1.0.tar.gz
  Is already unwrapped into directory /root/.cpan/build/libapreq-1.0
  Has already been processed within this session
Running make test
  Can't test without successful make
Running make install
  make had returned bad status, install seems impossible


>From this you can tell I have tried more than once to install during
this session.

Question, how do I find out what is missing and fix it?
