Richard,
There's the useradd command that is common to most distros of Linux, but if you
know what you're doing, there's really nothing wrong with adding a user manually
like that.  Just don't forget to create their home directory.  :)  
Not sure if I'd use pico though.  I've heard that it can cause problems.  I'd
personally use vi.
