You can search for .debs at http://www.debian.org/distrib/packages

You can download .debs at http://http.us.debian.org/debian/pool/

But if you have a debian system, the thing to do is use apt.  You can
search for .debs using tools like apt-cache, and install them with the
apt-get command, or with a nice GUI.
