The windows box does not see any thing on the network. When I ping it
says that it can't be reached.

Only DNS of my ISP.

I don't have an /etc/sysconfig/network.
Debian uses /etc/network/interfaces which has
iface eth0 inet static
address 192.168.1.1
netmask 255.255.255.0
> /etc/sysconfig/network-scripts/ifcfg-eth0

Nothing in either of these files.
