Kernel-headers includes the C header files for the Linux kernel.  The
header files define structures and constants that are needed for
building most standard programs and are also needed for rebuilding the
kernel.

You should be able to find them on one of the RH install CD's, or from 
their https://rhn.redhat.com site.

And no, you don't have to recompile the kernel. :)
