assuming you want these ftp users to be locked into (chrooted) to their home 
directory (e.g. /home/tom) you'll need to set up your ftp server to ensure that 
this happens. it's very easy with proftp, much more difficult with wuftp. once 
you've done this, these users login shell in /etc/passwd should be changed to 
/bin/false.
