You can try restricting the users by their hostnames and IP addresses. You can make these changes in ssh2d_config file in your /etc/ssh2 folder.

I am trying to "tighten down" my web server some more....finding folks 
doing SSH into it that SHOULD only have FTP access.  This is the selection
