Ok this is going to drive me nuts!!!

I can't seem to get a user account access through Apache on my 
development box.  All I get when I try to access site/~greg is a 
permission denied response.

This is for Apache 1.3.26 and is an internal box.  The home directory is 
an NFS mounted directory.  This worked with Apache 1.3.23.

Any ideas?
