A possibility. There are things out there that allow you to make
bootable cdroms. They essentially take a bootable floppy and turn them
into a file on the cdrom.
I would take smoothwall, install it, and get the info stored in its
scripts.
Then, I would take the knoppix lite distribution and copy it using dd to
a file, and mount it with the loopback feature.
I'd then copy the files to another (ext2) file system (using loop again)
and make changes to the scripts, then use a cdrom program (mkisofs) to
turn it back to a cdrom image, burn it and be done.
Of course this is a long way around.
look at user-mode-linux.sf.net for links to makeing files into file
systems and mounting them. Expect to spend a few days looking at things,
a lot of info is there, but is scattered.
If you use user-mode-linux on the file system you built, you can test
ahead of time, but you need to set up bridging on your system to make
ethernet easier to play with.
