[NTLUG:Discuss] who should own lost+found

I am having trouble locating any clear documentation on "lost+found" (ext2).
On some systems, some mount points created during install must have 
their owner:group changed from "root:root" to "otheruser:othergroup".
Who then, should own the "lost+found" directories found in those mount 
points (directories)?
