I can't believe it.  A whole thread on this topic and no one mentions
Bochs.  (bochs.sf.net)  -actively maintained and coming along nicely.
Sometime ago there was a fork to the Plex86 project which specifically
targeted an x86 platform, but I see nothing on that site
(http://savannah.nongnu.org/projects/plex86) about running on top of
windows.
