Sorry, you made me get the book out on this.

According to "X A Guide for Users" xdm is controlled by xdm-config and 
Xresources found in /etc/X11/xdm.  xdm calls the Xlogin widget to 
interact with login.  I don't know if you can tell xdm to use a 
different "login" but a look at the source should give you an idea how 
to hook in.  I would think that you could also put together a shell or 
program to replace login that could preprocess you tablet input and pass 
the results to a renamed login to do the real deal.  Of course you'll 
want your replacement to be able to pass a normal login source without 
altering the data stream.

I assume that kdm follows all of the normal xdm standard sequence of events.
