So cd to /etc/skel and mkdir public_html and the put a default index.html
inside public_html?
Is this correct?

Usually you can accomplish this by putting a public_html directory in
/etc/skel
sometimes we even put a "under construction" page and it will get copied to
the user dir.

One last question for today. How would I go about automatically creating a
public_html directory when adding a user? Is this possible to do?
