Paul,

I've had KDE do this after a crash as well.  Generally if I cycle the 
system again (shutdown and restart) it returns to normal.

Have you tried to login from a text console?  Do a ctl-alt-F1 to get a 
console and attempt to login as root.  Once you get in do a "shutdown -r 
now" and see what you've got when it comes back up.

If you can't get to a console try ctl-alt-del and that should run a 
reboot sequence.
