Have you checked your BIOS clock to verify the time it is set to?
Check you timezone.  You can by looking to see if /etc/localtime is a
link or a file.  If its a file, you can delete it and make it a symlink
to the right timezone file to be sure.  It should be something like
$ ls -s /usr/share/zoneinfo/CST6CDT /etc/localtime
to set it to CST/CDT,  I also recommend running ntp to sync your time
with a time server.  
Most of the above now have GUIfied tools you can do it with, but it is
going to depend on distro which tools you have at your convenience.
