A sysadmin somewhere could have mistakingly entered in the wrong IP for 
their primary DNS, or some such thing could be easy see happening. This 
could be that IP looking for your IP as its gateway for some reason, etc.

I would think of it perhaps like when your phone number gets put into the 
yellow pages under a car repair place on accident. People keep calling your 
house wanting to get their brakes repaired. They don't mean any harm but 
they are driving you nuts. :) (I have had this happen, can you tell?).

I tried to pull some reverse lookups on it and it shows that its not 
responding.
Or it could be an attack on you. Most likely its not, because if they were 
trying to attack you and didnt get in after a while they would move on. I am 
willing to bet whoever manages that IP got some wrong IP information 
somewhere. Good luck figuring it out though.
