I started such a service, MailDeflector (http://www.maildeflector.net),
with another ISP. We are a corporation doing this on the cheap.
The code I wrote behind the engine allows some interesting twists that
give the end user control over rejecting mail.
Basically, maps is now for pay, and if you don't pay them *lots* of
money, you can't use it. Note that my definition of *lots* may be
different than yours. Some people can buy a Corvette from petty cash. I
can't.
When you do a DNS query on an RBL, it will return something if the entry
is in the database. It typically returns 127.0.0.2. Some RBL's return
different values. Sendmail (and others) are given the list to query, and
then use the return to make a go/no-go decision on accepting the email.
