Ralph,

We registered GovernmentForge domains last week. Initially, we'll need 
to all work as volunteers to get the functionality of the web site in 
place. I'm kicking in enough capital to qualify the project for a 
federal grant as we will need funds for project initiatives. I'll put 
the project plan and key areas up on the web site as soon as Phil 
Howard, our sysadmin contacts me from West Virginia.
