Run over to www.fcc.gov. No, I take that back because it's a pretty
ugly site (navigation-wise). After some searching here's the URL you
want:
http://www.access.gpo.gov/nara/cfr/waisidx_02/47cfr15_02.html
The GPO is the Government Printing Office, the "printer" for official
US government documents.

This was in the IRLP FAQ:
Q. What Operating System does the linking software run on?
The IRLP runs solely under Linux. The software was designed
in Linux to get away from the Windows operating system. We
are never going back so don't ask :)
So, *ALL* the IRLP nodes are running Linux and preference is RH.
Echolink had its start under Win*ows but the folks that started
IRLP wanted a tad more stability and security. For more information
go visit http://www.irlp.net .
