So, basically the "new" business model is to just drive, or threaten to 
drive, up the cost of doing business, and collect money to not do so?  
They used to have a thing called "Plate Glass Window Insurance" - ever 
heard of it?  The owner of a business that had large glass windows 
facing the street paid an "insurance premium" to cover those windows in 
case of breakage.  Of course the windows never broke unless you didn't pay.
