Howdy
   The obvious question that no one as asked you is:
   Can you get rid of ftp?

   vsftpd is a pretty good ftp server, but ftp is inherently less secure 
than scp.  Could an scp solution work for you?  You can promote the 
increased security at the same time you push for the Linux box to handle 
the requests.
