A big difference between Linux and the code that is being developed 
offshore is that these companies are not sending source code back to the 
clients.  The offshore companies (mostly India) issue binary only so 
nobody (client corp) is able to review and/or maintain the software. 
Some US companies are starting to reconsider the whole outsourcing to 
offshore vendors issue.
