You'll have to create a NOZEROCONF entry in all your ifcfg-* files.
Otherwise one of them will add it.
USERCTL is for whether or not non-root users are allowed to control the
device. 'yes' for users _can_ control the interface, 'no' for root only
control of the interface.
PEERDNS, if set to 'yes' will update the /etc/resolv.conf when doled out
a DHCP address, and will leave it alone if set to 'no'
