Not sure exactly what you mean, but what I mean is this:

I get an e-mail (with a legit return address) saying "Hi, I'm Joe Blow with XYZ Widget Corp, and we provide the worlds best widgets blah, blah, blah..."

I reply to that person and say "Don't bother, because you've sent UCE you're blacklisted forever and ever.  Thanks for playing."

Now for the normal spam with bogus return addresses (viagra and similar spam), that stuff gets caught at the border - Bank of America has a pretty awesome anti-spam filtering system.
