Yes.  Once you see an html file that's been split up using latex2html,
you'll realize you've seen lots of pages on the web that have been done
that way.  When you use latex2html, you can edit the defaults, and
produce a fairly customized output.

It's hard for me to believe there are no standard tools for doing this
with html files directly, but I've been googling for awhile and haven't
come up with much.
