Dennis,
Open up your image in GIMP. Then, on the image, go to Filters -> Web ->
Imagemap. Then in the new dialog box, click on the Mapping menu and
select rectangle, circle, or polygon. Pull the geometric figure you
chose (rectangle for example) over the space on the image in the new
dialog box where you want the hotspot. A new dialog box will appear
which asks you "URL to activate when this area is clicked".
Those are the basics of it. Oh, BTW, this is for GIMP v 1.2.5 or
better.
